Description of contribution in a few bullet points

  • Disable intra process comms for transient local topics, as this is not supported yet
    (The rclcpp PR that adds support for intra process communication to serialized subscribers was developed separately from the rclcpp PR that adds support for intra process communication to transient local topics)
