ARC: HSDK4XD: Add basic peripheral devices support

Is this request related to a missing driver support for a particular hardware platform, SoC or board? Please describe.
Pull request #56683 contains minimal HS4x support.
In future support should be extended with basic peripheral devices such as GPIO, I2C, SPI.

Describe why you are asking for this support?
This is small notification for myself not to forget add support of this devices.
