Attribute Filters: allow chosing between single/multiple selection

Coming from the discussion in #1309 (comment).

Currently, in order to add feature-parity with widgets in the Widgets to Blocks project, we made it so the Attribute Filters block when set to Display Style: Dropdown and Query Type: AND, it only allows the users to select one single attribute term.

This issue is about investigating if it could allow selecting multiple terms and updating the UI so users can select between single and multiple selection.

Continuing the discussion from #1309 with @nerrad:

I think it does. OR is always multiple selection. However "AND" could be either single or multiple depending on how the selections apply to the final query eg. And: "Blue AND Yellow" Or: "Blue OR Yellow". So one way of doing it would be to flip the controls around so that if they select AND, there is a Single or Multiple controls. If it's "OR" then no single/multiple control.

I think we are saying basically the same and we just differ about how we would present the UI (maybe @joshuatf can help us here). From my point of view, a user should only select the Query Type if the block allows multiple selection.

As a store owner, if I want to add a block that only allows selecting one single filter, I would be confused if I had to chose between AND/OR query types: if the customer can only select one filter, I think neither AND or OR make sense in that context.
