Add a "New Version" notice

Chrome Apps are updated automatically and silently, leaving the user without knowledge that their Parallax IDE was updated in-between sessions.

We need to add a feature that notifies the user (via overlay) that the Parallax IDE they are running is now a new version. The notification should appear automatically only upon the start of the first session of the new version on the system- not for any session after the first session.

The notice should be a modal overlay that requires the user click an "OK" button

The notification is a modal overlay with a text message and one or more hyperlinks, all designed so that it does not require frequent manual updating. An OK button appears at the bottom of the notification to allow the user to close the notice.

For example, for version 0.8.0, the notification is as follows:

Parallax IDE Automatically Updated to v0.8.0

You are now running a new release of Parallax IDE!
