Support Geocoding & ShortNumber with SPM

Currently, SPM only supports the base libPhoneNumber library functionality.

Should enhance SPM to support everything that is supported via Cocoapods:

• Base functionality (libPhoneNumber)
• Geocoding
• ShortNumber

As part of enabling this, will have to re-organize files a little bit due to restrictions on how SPM handles private/hidden headers and shared resources.

This will be done on top of PR #421 , which is a "fix" for Issue #420 .

This issue is just logged as a tracker...planning to have a PR out to address this very soon.
