Threads 2.0: consider specifying and adding new push rules for thread subscription

We should consider adding some push rules, with default rules, that control notifications
for subscribed threads.

We should bear in mind the ability of users to receive notifications for subscribed threads, even in rooms that they don't normally receive notifications in.
