[Story] Receiving Notifications

• As a user
• I want to I want to be notified of relevant thread activity
• So that I can stay informed without being overwhelmed.

Acceptance criteria

• Notifications are sent when I start, reply, or subscribe to a thread, or when I’m mentioned.
• Notifications are suppressed for unsubscribed threads.

We have element-hq/synapse#18437 on backend side to investigate the need. If new push rules are required, we will have to manage them in SDK. We will create more GH issues at the time.
