fix build of librosa 0.10.1 in some environments by removing python -m build for soxr extension

The explicit build command is not required (done by pip) and is missing the --no-build-isolation switch which may cause the error:

    from distutils.msvccompiler import get_build_version as get_build_msvc_version
ModuleNotFoundError: No module named 'distutils.msvccompiler'

The issue is that it ends up with the wrong numpy version it installs temporarily and $PYTHONPATH overwriting it.

Our other librosa ECs don't use this.
