GitHub Codespaces port forwarding doesn't work until second run of `aspire run`.

Looks like we have a timing issue with `aspire run` where on the first run the necessary port forwarding configuration isn't written in time for when the terminal sees the URLs in the terminal-based dashboard. As a result port forwarding does not appear to kick in.

If you `CTRL-C` and try again it works pretty much straight away because the config is in the file.
