initialize existing tags inside rm.EnsureTags

Description of changes:

• If the NilFieldPath check is empty, which means that "Tag" field is present at top level, initialize the existing tags inside "AWSResourceManager.ExistingTags" method
• Validated by locally testing using apigatewayv2-controller
