New new qube: the inactive "create" button is not well marked as inactive

Brief summary

When the "create" button is inactive, it looks exactly the same as active one.

Steps to reproduce

1. Open the new qube dialog
2. Try to press "create" button, or press alt to learn its keyboard shortcut
3. Be confused why it doesn't work, even though it looks like active

Expected behavior

Clear indicator that the button is inactive.
Bonus points: somehow show why (mark "name" field as required, and maybe even add some red marking when empty/invalid value is entered?)

Actual behavior

The button looks like active, but doesn't work.

Same color as policy editor (for disabled Save Changes and Save and Exit buttons).

Review priority: Low (but it is just 4 lines of CSS)

There is already an event check for the above BTW. Which makes it easy to add the red marking. But I believe that it is already evident that the name is required. It clearly says enter qube name. Maybe we should add (required) in the end to make it more evident and it should be good?
