[Functions] breaking change: enforce runtime EOL policy, update stacks and API client

Description

These PR fixes the following issues:

• Block functionapp creation after runtime EOL and warn if within 6 months #26631
• Update Az.Functions module to use the latest Microsoft.Web swagger definition #22735
