Update Az.Functions module to use the latest Microsoft.Web swagger definition

Description

Currently, the Az.Functions module is using the Microsoft.Web API version https://github.com/Azure/azure-rest-api-specs/tree/main/specification/web/resource-manager/Microsoft.Web/stable/2019-08-01. We should update the module to use the last version https://github.com/Azure/azure-rest-api-specs/tree/main/specification/web/resource-manager/Microsoft.Web/stable/2022-09-01
