[Feature Request] Checking a new update available

Quick summary
Add new feature to check the current version , then give the user the opition to upgrade to new version.

By click >> Help tap >> check new version , also if possible appear changelog belong to new version , see the below picture.

Changelog probably won't happen for a while (Xenia is still on a rolling release) but checking for updates could probably be done by querying our CI

PCSX2 seems to have just the list of the commits between the one the build was made from and the latest as the changelog displayed in the GUI, I think that may be fine for us too, possibly with an additional "message of the day" pulled from xenia.jp.

RPCS3 does the same thing, so I dont think it would be unwelcome to follow this trend

yt-dlp with -U flag is also pretty cool, autoupdates fine, console only though
