🔧 Run new ubc action on docs

Introduce https://github.com/useblocks/ubc-action

The PR makes the docs 100% usable with ubCode / ubc and is free of warnings / errors.

Notes:

• CI: run ubc check and ubc build index --show-warnings on docs
• Added completion and duration explicitly to the config so ubc is aware of it
• Added dynamically generated tutorial_needs.json to git so ubc sees it (generation is reproducible)
• Added uml and sphinx-design directives to ubproject.toml parse config
• Fixed list indentation issues and inline.role_no_name

Formatting all RST is done in another PR.
