What does this PR do?
./gradlew installoriginates from the legacy Maven plugin, which has been deprecated by default since Gradle 7.0+.Starting with version 4.8.0, Java-tron upgraded Gradle to 7.6.4 and migrated to the new maven-publish plugin. Therefore, Maven publishing should now use
./gradlew publishToMavenLocalinstead.Why are these changes required?
