Create New layout for product pages #90

What would you like us to improve?
As part of the Dev 3.0 redesign, we are going to change all the product pages (CCIP, Data, etc..) to use a reusable design. This task includes the scaffolding of that design as each part will then be developed overtime during the course of the project.
The outcome of this ticket will be to remove the current content of CCIP to use the new layout, the layout will mostly be blank with no content for now, but that is ok.
AC:
- Create a new layout (call it Docs v3)
- Replace CCIP to load the new layout (https://docs.chain.link/ccip)
- Ensure the old layout still works
- Make sure the mobile version of the site still works
- Create a documentation file. This will be updated on each of the additional component. The documentation will be used by the Chainlink Team to recreate this pages.
NOTE: The sidebar will probably break with the new layout, we may have to worj on a new sidebar navigation, but that will be a different ticket.
