Improvements for Shared Settings

Originated by #331.

We need to improve the Shared Settings by:

1. Adding a new Shared Setting property `testing-library/custom-queries` so developers can limit the list of custom queries variants to be reported
2. Adding a new `"off"` option for these Shared Settings, so the Aggressive Reporting mechanisms associated with them can be disabled entirely with ease.
