feat: application sleep support #297

Currently, for pause a application we need to set the replica counr to 0, which is not user friendly. We need better way for that
Describe the solution you'd like
We will add functions to pause application and function for start as well. It will set replica count to 0 and set is_sleeping to true.
Note : Sleep feature will not be available for global applications.
