feature: support for udp ingress + container capabilities

Steps

• While starting HAProxy service, pre-set the ports
• Integrate UDP Proxy for handling UDP ingress
• For TCP, modify API not to accept rules at port 80, 443
• For TCP/UDP, don't required to select domain, remove that field
• Support for provide extra capabilities
• Support for provide sysctl config
• Refactor HAProxy module
