feature: Add recovery functions for single node

Add recovery functions, to update state of application and enqueue tasks on swiftwave restart [only for single node]

For local queue, we will mark all as failed in case of service restart. User can go to UI and re-queue those by various actions/
So it's recommended to configured rabbitmq atleast for persistent task queue.
