`tldextract` makes an HTTP call, fails in setups without internet access

tldextract makes a HTTP call by default on first run, which can cause issues in certain setups.

Potential fix:

• Add a flag to disable HTTP calls in tldextract, fallback to internally bundled PSL

Caveat:

• tldextract needs to be kept up-to-date in order to parse new additions to PSL
