Create chart dashlet and associated Jasmine tests

As touched on in the SugarCon Q&A about ProfessorM, this would be a nice issue to focus on, so we have examples of the Jasmine tests for CI. This is something we struggle on as a team.. There seems to be a lot of "bootstrapping" needed to test the JavaScript code, and it's not clear what is and isn't needed, and why it's defined in such a way.

PHPUnit tests is very relatively easy to onboard for a team, but this doesn't seem to be the case for JavaScript, in my experience at least.
