LinkedCaseInsensitiveMap cannot access locale from subclass [SPR-15752]

The LinkedCaseInsensitiveMap doesn't provide access to the locale from subclasses. Meaning you cannot easily override the convertKey method.

Good point. I've added a corresponding getLocale() accessor.
