[BUG] Confusing error message from some command line requests

**Describe the bug**

> spk env '{pkg: python, fromBuildEnv: true}'
ERROR (link)

  × Error: Cannot resolve package using 'fromBuildEnv', package not present: python
  │ Is it missing from your package build options?
```

**Expected behavior**

This request is nonsensical here and the error message should explain why
