Unable to use full screen with Windows 11 24H2

Description

Unable to start the viewer in full screen mode upon updating Windows 11 to 24H2.
An error is provided and the viewer is instead run in window mode.

Reproduction steps

To start the viewer in full screen:

1. Open Debug Settings and set Full Screen to TRUE
2. Restart the viewer

Reproed. Seems to work fine if I remove frequency control and bits (dmDisplayFrequency, dmBitsPerPel), I am confused why we specify those. Need to read some documentation, but seems easy to fix.
