I have the same problem here.
I just add these pillars :

nginx:
  dh_param:
    'dhparam.pem':
        keysize: 4096

Salt version: 2019.2.0
Formula version: 2.3.1
Error message: Desired working directory "/etc/nginx/ssl" is not available

Thanks for the initial report, @prometheanfire. Appreciate the details, @djolitsu. I can confirm the bug here:

As mentioned, the fix will be to ensure the directory is available beforehand. Testing something right now.

By the way @djolitsu, you need to be a little careful with the YAML, you've got an extra space on the last line (need to maintain 2-character indent):

-        keysize: 4096
+       keysize: 4096
