Add a "quiet" mode for non-CI usage when we want things to be quick and quiet.
This allows the run_task script to control output even in the extra_test and extra_lint scripts. This might polute the script if a lot of logic is put in the extra_* scripts, but that isn't their intended use.
This is probably stretching the limits of the CI run task script, but it leverages a lot of the internal tooling.

Draft because this is a bit of a stretch, but the quick and dirty way to get the lock file script here. I think this is the limit of the "ci" task runner (abusing it here), but would hold off breaking it up until attempting to move the API tooling.
