High level notes:

I would recommend releasing this as a prerelease only for now if you merge it. 7.1 of the dotnet client for rabbitmq is around the corner (Expected in a week or two). And due to the rather large amount of changes here, we probably don't want people upgrading immediately :)

Rebus is MIT-licensed. The code submitted in this pull request needs to carry the MIT license too. By leaving this text in, I hereby acknowledge that the code submitted in the pull request has the MIT license and can be merged with the Rebus codebase.
