What kind of change does this PR introduce?

This PR attempts to fix the CI build errors that dependabot hits while trying to update stuff. Based on #188 (comment)

The NuGet restore error is now fixed, but we are hitting an issue when building in Release mode.
error MSB3374: The last access/last write time on file "C:\Users\runneradmin\.nuget\packages\reactiveui.fody\13.0.27\lib\monoandroid10.0\ReactiveUI.Fody.Helpers.dll.mdb" cannot be set. The process cannot access the file 'C:\Users\runneradmin\.nuget\packages\reactiveui.fody\13.0.27\lib\monoandroid10.0\ReactiveUI.Fody.Helpers.dll.mdb' because it is being used by another process. [D:\a\ReactiveUI.Validation\ReactiveUI.Validation\samples\LoginApp.Android\LoginApp.Android.csproj]
Seen this error a couple of times during CI validation of dependabot PRs, seems to be a non-deterministic issue.
