Add project level config file #1117
Description
The PDK has a set of configuration that works on the user and system level. These settings apply to either your user configuration or the system as a whole. There are certain settings that will be project based, most likely for modules but other content as well. These settings are for things like file exclusion or specific tool settings.
The PDK currently has a project level setting for Control Repos using the environment.conf file. This Ticket should add a new config file and determine the file type to be used, then set that in the PDK Config class.
