fix js falsy values convert

Hello, in some cases long0 gets wrong value if longc is 0 and messes up the result of proj4js.
Here is an example:

In proj4dart we did some bulk tests with 8500 projdefs (from PostGIS) and this caused a little mess 😃

I reran proj4js with 7426 esri wkt / 5642 ogc wkt with this fix and affected 2 esri wkt (ESRI:102017, ESRI:102020) / and 6 ogc wkt (EPSG:3408, EPSG:3409, EPSG:3974, EPSG:3973, EPSG:6931, EPSG:6932).
