Agree new TSC meeting schedule

The current meeting times of alternating 1000/1700 Central Europe (0900/1600 UK) time appear to not be working for existing or new attendees.

We need to consider alternate times:

We have had to abandon the last few meetings with only 1-2 attendees after lots of sessions on the old schedule with good attendance, so I think we should urgently find a better time, particularly for the active work on ml-dsa, ml-kem. Splitting is also tricky with a small team.

The next meeting is today at 1700 Europe. I know some people can't make it, but as it's already scheduled I'll keep it.
However I think it would be useful to try and agree a timeslot and have another meeting asap (perhaps next week)

A few suggestions

• 13:00 UTC : This was our original schedule (did not change to follow summer time) (currently 15:00 Europe)
• 1500 Central European time : A variation of the above to follow summer/winter clock changes

We don't have to stick to the same day - please make suggestions here

Thanks @planetf1 for bringing this up! I have to apologize that I did not make it to the early meeting in the last few weeks. That wasn't because of the time of day, but because of other events happening.

I'm fine with going back to the original 13:00 UTC (9pm in Taiwan).
14:00 UTC (10pm in Taiwan) is a little outside of my working hours.

We don't do this weird switching of timezones twice a year here.
If you want to do that, then switching between 12:00 UTC and 13:00 UTC (which would be 2pm CET/CEST) would be better for me.

I think part of the reason that alternate times work for OQS status calls is that they're conducted weekly. Bi-weekly meetings mean that you're effectively meeting only once a month.

My personal preference would be for a meeting later in the day but it makes sense that this would not work for Matthias. My suggestion would be to revert to the old 13.00 UTC time.

I'm fine either way. Now that I have the calendar fixed, I should be able to join either. But if there's no one who needs the later meeting times, having more frequent meetings with more people sounds more productive to me.
I have conflicts at 3pm cest, otherwise all the Thursday slots work for me.

Ok it seems like reverting to 1300 UTC (no wierd winter summer switch!) is preferred. I'll leave this a few more days, but if no objections will update the calendar entries early next week

With no objections, I have now updated the calendar entry to the original time of 13:00 UTC
