Scrub snapshots using the pantry

After a snapshot is created, we need to scrub that snapshot onto the actual crucible regions created
for that data.

Possibly, do this while it is attached to the pantry?

We need to consider how many outstanding snapshots we can have, as well as how much scrubbing
we can do at the same time.
