Update upstairs/downstairs oximeter config

Oximeter should soon be at a known to DNS location.
Update the config options for oximeter to expect this and try to connect to that known address by default.

The upstairs via propolis does get the proper metric configuration.

The downstairs needs to determine for itself what the metrics endpoint is and send metrics to it.
