TxEventQinOracleDB: Environment setup is being lost when Cloud Shell timeout.

If the Cloud shell timeouts or we have to open a second cloud shell the environment setup is lost and we have to execute env.sh again.

Add env.sh execution to bashrc. Test executed with success.
