Add maintainers as repo admins

From #728 (comment) we see that maintainers here are not repo admins.

In opencontainers/runc, maintainers have admin rights over the repo, and I happen to use them quite often. Most frequently it is needed when a new go release is out -- we need to change branch protection rules. Overall, it is essential for maintainers to have this access to keep the project going. One example is

Let's implement the same here (at least for a few active maintainers) to increase the bus factor (which appears to be 1 at this time).

I propose that

• @vbatts
• @tianon
• @mrunalp
• @dqminh

be made admins for this repo. All these people are trusted and active.

I made https://github.com/orgs/opencontainers/teams/runtime-spec-maintainers admins to the repo, does that help? I think that was an oversight, we generally give maintainers admin access to the repo they manage.

Alas I was wrong, I only see very few settings ("Options" and "Moderation settings"). It seems my role is "Maintain" rather than "Admin", so I can't switch from pullapprove to github-native review process.

The two lists are pretty similar, so I've just updated to Admin and you should be good now -- hopefully nobody yells at me. 😄
