Spring starter should support otel.propagators

• respect otel.propagators as specified spec

• use duration parser of config properties for otel.metric.export.interval for consistency - moved to use duration parser of config properties for consistency #10512
• deprecate deprecate otel.springboot.resource.attributes - moved to deprecate otel.springboot.resource.attributes #10511

Do we want to stop supporting the spring.application.name property to populate the service name? The two concepts seem to have similar semantics.

spring.application.name is a spring standard that is widely in use - so I'd like to keep that.
