tls: fix leak on invalid protocol method

Unfortunately looks like this can happen with an invalid secureProtocol as well - if validation fails in SecureContext::Init, Reset would be called via dtor but ctx_ would still be nullptr so env()->external_memory_accounter()->Decrease wouldn't be called, leading to the same stacktrace as #60390.

Please let me know if there's a better fix here.
