This commit moves Azure pipeline task to https://github.com/nginxinc/nginx-for-azure-pipeline-task to keep the GitHub Action repository separate. The two are independednt projects that need to be maintained separately.

This change also reflects the use of action directly, for ex. nginxinc/[email protected] instead of nginxinc/nginx-for-azure-deploy-action/[email protected] needed previously.
