Feature Description

Implement functional integration and test (FIT) scripts for Health.

Verify all commands succeed and fail as expected and that all telemetry and events are emitted as expected.
Verify you can change ping warning and fatal times using HLTH_CHNG_PING and receive the expected EVRs.
Verify you can disable/enable ping for a particular set of components
Verify you can disable/enable the Health component

Rationale

To verify that individual software features work as intended and that different components within the software interact seamlessly with each other when combined.
