Fix docker config for addons-frontend (local dev)

I likely broke the addons-frontend integration via mozilla/addons-frontend#9956. We need to update the docker config for the addons-frontend in this repo to make the frontend work again in local dev.

I think this is also why the frontend integration-tests jobs are failing.
