Description
What is changing?
Updates dev dependencies and adds a dependabot config.
I also had to reformat the source code even though we don't usually update prettier. Prettier 2.x doesn't work with our prettier eslint plugin 5.x and 9.x, but the old versions don't work with eslint v9. So, I decided to update everything and reformat because the changes were relatively minimal.
I also upgraded Typescript because it caused no issues.
Is there new documentation needed for these changes?
