Fix #878

Introduced two new mutually exclusive style rules for record declarations to enforce consistent code style preferences.

  • Added rules MA0174 (explicit class keyword) and MA0175 (implicit class keyword) with analyzers and tests

- MA0174: Enforces explicit use of the `class` keyword in record declarations.
- MA0175: Enforces implicit record declarations without the `class` keyword.
