add explicit support for OAS 3.1.2

This new version of the OAS is just clarifying so support should be explicitly noted without any additional changes needed. This can be done in a non-breaking way for version 3.x and 4.x of OpenAPIKit and it can be incorporated into the base enum (breaking) for version 5.0.0 (release branch exists but no release is planned yet).
