make a more transparent reporting system

So when you make a report and it gets denied, you get nothing. no message. no nothing. and many people just think that they have been ignored. so I am suggesting to make it so when the report gets denied they send you a message that looks something like this: Hello. We reviewed your report, and investigated the account in question ( @theaccountthatwasreported ) and came to the conclusion that the account did not violate the TOS. Next time before making a report, please read the TOS, and make sure that the account that you are reporting violated the TOS, and provide proof. The TOS can be found here: https://lichess.org/terms-of-service I think this would be better and more transparent than the current system.
