This PR switches the versioning of the repo to use MinVer.
I ended up running into dotnet/msbuild#4194 on the CentOS 8 and Fedora 36 images, so I have removed those from the test matrix until I look into getting theglibc-langpack-enpackage installed on them.EDIT: The images have been fixed, so I have put them back.
