What this PR does / why we need it:
Clean up the containerd installation there where 3 ensure containerd repository public key is installed tasks that did all the same. Also i used the crictl.yml that contains all tasks for setting up crictl.

I just noticed that I also have the changes of #5002 as soon as 5002 is merged I will rebase my branch.

I tested the setup on Ubuntu 18.04 (will test the changes also on CentOS).

@johscheuer I'm waiting for #5004 to get merged so we can run containerd tests on Ubuntu (currently only centos in master).

You are missing commit 5337cff, so the new containerd test on ubuntu isn't included in your branch. Can you rebase from master?
