feature: publish apigen as binary on releases #3325

Feature Description
Currently we are not publishing https://github.com/kcp-dev/kcp/tree/main/sdk/cmd/apigen as binary on releases. We should :) makes usage with external integrations, like multicluster-provider easier.
Proposed Solution
update go releaser to build this.
