What change(s) are you proposing?

Facets is now archived and read only with no new maintainer I was able to find. Recommend removal:

docker-stacks/images/scipy-notebook/Dockerfile

Don't allow someone to depend on an unmaintained software package.

Hi @jabbera, I think it's a very reasonable suggestion to remove it, thank you.
This package clearly doesn't meet our requirements (https://jupyter-docker-stacks.readthedocs.io/en/latest/maintaining/new-images-and-packages-policy.html)

May I ask you to please create a PR?
